Motorcycle LED Bulb vs Headlamp Assembly: What Fits?

Compare an LED replacement bulb with a complete headlamp assembly, then check the original lamp type, NHTSA guidance and your state's rules.

Quick answer

In a 2023 interpretation, NHTSA says FMVSS No. 108 permits LEDs in a compliant integral-beam headlamp but does not permit an LED replaceable source in a replaceable-bulb headlamp. Before buying, identify the motorcycle's lamp type, match the complete assembly to the exact model and year, and check current state law.

Choose a motorcycle LED upgrade by the complete headlamp design, not the bulb’s shape alone. A replaceable LED bulb and a complete LED headlamp are different equipment choices under NHTSA’s federal guidance.

Compare the two upgrade types

Upgrade type What to verify
LED replacement bulb NHTSA’s 2023 interpretation says FMVSS No. 108 does not permit an LED replaceable source in this headlamp type; check state law for an owner’s modification.
Complete LED headlamp Match the exact motorcycle and year, review complete-lamp compliance documentation, and follow wiring, mounting and aiming instructions.

NHTSA explains that FMVSS No. 108 applies to motorcycles and covers original and replacement lamps. In its 2023 interpretation, the agency distinguishes a complete integral-beam LED headlamp from an LED source installed in a replaceable-bulb headlamp. The complete lamp must meet the standard’s performance requirements; a bulb’s physical fit does not establish that the headlamp system complies.

Identify the original headlamp

Check the motorcycle manual and the markings on the installed lamp to determine whether the light source is replaceable or part of an integral assembly. Record the make, model, year and market version before using a parts lookup. A kit described as a universal fit may not preserve the original beam pattern, electrical connection or mounting.

Check rules and installation details

NHTSA says it generally does not regulate modifications that individuals make to their own vehicles, leaving those installations to state law. The federal equipment standard and a state’s rules are therefore separate checks. A state may also regulate beam color, aim or additional lighting. Read the current statute or inspection guidance for the place where the motorcycle is registered and used.

Follow the motorcycle and lamp manuals for electrical connections, mounting and headlamp aim. If the upgrade includes separate lamps, read our auxiliary motorcycle lighting guide. For the battery and charging system, see our powersports battery comparison.

Common questions

Can I put an LED bulb in a halogen motorcycle headlight?

Do not assume a plug-in fit is enough. NHTSA's 2023 interpretation says FMVSS No. 108 does not permit an LED replaceable source in a replaceable-bulb headlamp; state law governs an owner's vehicle modification.

What is the difference between an LED bulb and an LED headlamp?

A replacement bulb changes the source inside an existing replaceable-bulb housing. An integral-beam LED headlamp combines its light source with the lamp's optical assembly and must meet the standard's complete-headlamp requirements.

Does a motorcycle headlamp that physically fits mean it is legal?

No. Check the lamp type, manufacturer application, federal equipment requirements and the rules where the motorcycle is registered and ridden.

What should I check before choosing an LED headlight?

Match the motorcycle's make, model year and original headlamp design. Review the lamp maker's fitment and compliance documentation, installation instructions and the motorcycle manual's aiming procedure.
